Open up OpenIV

Shirts, Pants, Badges, Jacket:

Navigate to: Grand Theft Auto V\mods\update\x64\dlcpacks\eup\dlc.rpf\x64\eup_componentpeds.rpf\

And locate the folder according to the piece of clothing, and drag and drop the files inside.

Hats:

Navigate to: Grand Theft Auto V\mods\update\x64\dlcpacks\eup\dlc.rpf\x64\eup_componentpeds_p.rpf\mp_f_freemode_01_p

and drag and drop the files inside.

FAQ:

How do I get the new badges?

You need to be a cop and you will get the new badges.

Is this compatible with GTA 5?

Yes and No. This pack is not compatible with GTA 5 as it uses EFLC files for the new badges but once you join a server that uses this mod, you will be able to use your new police badges. You will also be able to use them in multiplayer if you have the original game files installed.
